Case Study: Delta Conveyance Design and Construction Authority (DCA)

The Delta Conveyance Design and Construction Authority (DCA) is tasked with designing the state of California’s Delta Conveyance Project, a 44-mile underground tunnel that will modernize the water delivery infrastructure that services 27 million Californians statewide.

In 2019, VMA Communications played a central role in establishing DCA and developing its overall communications strategy. We created and launched DCA’s communications materials, including social media channels, print and digital collateral, and a library of informational videos to help the public better understand the DCA’s purpose and activities.

VMA also facilitated conceptual design meetings between DCA’s engineering team and a 20-member Stakeholder Engagement Committee made up of community representatives who lived or worked in the 40-square-mile project area. We supported these meetings by developing content that helped translate highly technical information into accessible language, contributing to design refinements that reduced anticipated community impacts.

As part of DCA’s ongoing community stakeholder engagement efforts, VMA staff also served as key representatives at conferences and conventions across the state, acting as project ambassadors and answering questions from the public and stakeholders.
